Change TCP/IP Timeout

My wifi is iffy in parts of the house.  Packets get dropped.  I'm testing whether or not reducing the timeout makes life better or not. I can ping anywhere in the planet (almost) and get less than 1000ms response... so a 1500ms timeout should be good.  This is 1/2 the default.
