GPL'd software to burn CD's in Windows.
http://www.burnatonce.com/features.html
Edit: It seems to be free for personal use, but not GPL'd. I wonder if I read it wrong the first time, or if the license has been changed sometime in the past. It is a front end to several GPL'd packages.
Edit 2: Unfortunately, burn at once does not burn DVD's in the freeware version. Funny how I didn't care about that a couple years ago... anyway, try CDBurnerXP Pro (below).
Another freeware package:
Burns DVD's too.

For burning ISO's to CDR or DVDR, you can also check out the Microsoft System Resource Kit. Or check here:

for an updated PowerToy that includes ISO creation and burning in Windows XP SP2 and newer (e.g. 2003)
And now, a GPL Windows CD Burning Program. The version from August 2009 still does not work in my Dell Inspiron 1525.

And another GPL package: http://imagemaster.codeplex.com/ - this actually works on my laptop - but seems to have disappeared by 2015-07.
