Scale PDF to multiple pages

I'm searching for a tool to scale a one page PDF (from Inkscape) to multiple pages.

This isn't quite it:

However, it will scale up jpeg files. The search continues.

 

Crazy, Microsoft Paint, in WinXP and later, can do this! Open in Paint. See the Page Setup for the scaling to pages options.
