This command changes the telnet service to autostart (from manual) from the command line in Windows. I think SCM was in Windows 2000 and beyond.

Procexp from Systernals can sometimes kill services that are stuck in stopping state and being run by Localhost (whereas Task Manager will give a permissions error). Use with caution.
