Change Service Autostart from Command Line

This command changes the telnet service to autostart (from manual) from the command line in Windows.  I think SCM was in Windows 2000 and beyond.

SCM -Action 7 -Service tlntsvr -SvcStartType 2 -Silent

Procexp from Systernals can sometimes kill services that are stuck in stopping state and being run by Localhost (whereas Task Manager will give a permissions error).
