css bottom border missing in internet explorer

It only took an hour to find a work around to this problem with the css bottom-border missing in interenet explorer. 

Padding of ANYTHING led to the bottom border disappearing.  Padding of zero was OK.

Fix?  Make sure that there is more "content" below the element with a bottom border - -e.g. toss in a couple line breaks, or add a padding-bottom to the body tag.
